"In April, the Senate approved a nonbinding resolution declaring that Mr. McCain is eligible to be president. Its sponsors said the nation’s founders would have never intended to deny the presidency to the offspring of military personnel stationed out of the country."

The "Founding Fathers," notoriously wary of standing armies of any size, never imagined an army large or powerful enough to maintain hundreds of permanent overseas bases. Therefore, any speculation about their intentions regarding overseas military bases is pulled out of someone's ass.

N.B. Any inference drawn from the framers' intentions regarding diplomats to divine their intentions regarding military personnel is an insufficiently strict construction.
